Being an archipelagic society, Indonesia is multicultural by nature, But multiculturalism has become a public issue only since the rise of reformative regime, especially for the implementation of its Local Government Act (LGA). The author of this article argues that multiculturalism will become a powerfull tool in the LGA implementation if its is furnished with a set of non discrimainatory public policies, because only then the idea of civil society can be realized. briefly stated, multiculturalism is a relational concept rather than an independent concept in terms of societal growth and dynamism.
