Isi artikelCompetency based curriculum is actually not a novelty, it goes back to the 70s. The emphasis of the curriculum is the learning outcomes, the process and methods of achieving the goal are irrelevant. The learning outcomes of learning a foreign language are the abilities to use the language in real life. The goal is thus similar to the one of the communicative approach. Thus the assessment of the competency based curriculum would be very similar to the ones advocated by the communicative approach, mainly the use of authentic materials and authentic tasks, empirical criterion, open-ended items, subjective scoring and more use of criterion referenced tests. This paper presents the background of competency and its related fields, the application of normreferenced and criterion-referenced tests, their strengths and weaknesses, their differences, the basic principles construction of tests for competency based curriculum. Summary and evaluation of the curriculum are also provided.
