Lending and borrowing of money as well as creditor and debtor are common things in banking system. However, in the real business world there are some lenders of money known as "usurers" in which their activities are similar to the bank but without formal regularities. The usurer usually enjoys taking excessive interest form the borrower who needs cash in short and simple way for his business. Do we need to regulate the usurer and its activity ? Unlikely pawn (Ned : Pand) in which its activities has been regulated the usurer has no arrangement even the existence and the role of usurer are unavoidable in the real world of small and middle economy. Therefore there is a need to have a regulation about the usurer is respect of law and order, public conduct and justice as well as to regulate dos and don'ts viz. Permit, credit agreement, interest rate, collateral credit, excution, etc.
