The article encourages readers to discuss the implementation of UUPM (capital market act) especially in relation to one of the bapepam's task such as PPNS (civil servant investigator). All this time, bapepam has served as an administrator in the capital market activities. The unimplemented function such as PPNS will have an impact on investor satisfaction and belief in the capital market in indonesia. It also questions why some unlawful cases have never brought to the court since the released of the act. In 1997, for example, in the case of insider trading in BEJ was put on icem since there was not quite enough evident to be brought into the court. The violation of law cause by the weak understandong of the spirit and material of UUPM may create troublesome in law enforcement, especially in protecting the investor.
