The author's experience of development aid and ELT projects suggests that lessons from the former can be put to effective use in the management of the latter. The article explores parallels between participatory development and ELT projects, and details ten areas that ELT managers should investigate when wishing to encourage 'bottom up' approaches to innovation management.
