This article argues that the process of evaluation should form a major part 01 the design and implementation of foreign language projects, providing valuable information to guide our actions, methodology, materials, timing, and all aspects of syllabus innovation. We illustrate this by providing a first. hand account of how the formative evaluation of a proposed sheltered immersion project led to positive changes in the planning of the programme, and to the discovery of a more constructive way of implementing the project.
