To help the sinking Indonesia's banking, the government is exercising a recapitalization program. In this respect, the government will provide 80% of capital infusion for banks considered eligible to join the said program so that they will be capabble of meeting Capital Adequacy Ratio (CAR) of 4% while the remaining need of 20% should be procured on their own. The question is that the said government's aid does not constitute a fresh fund but bonds. It will be very difficult to sell those bonds to the domestic investors as they are also facing difficulties themselves, while it is not easy either to offer them to foreign investors considering the very high country risk of indonesia. Bonds may be attractive to buy if they lure on a high interest rate, though it means greatly burdening the state's finance as the fund originates from the State Budget. And if this program keeps on going, in the opinion of the writer, recapitulation only is not an answer to heal Indonesia's banking. The endeavor to improve Indonesia's banking performance should be accompanied with the revision of managerial aspects of banks in Indonesia, and it will need a more sophisticated and intergrated development and supervision by the banking authority (Central Bank). Moreover, improvement in banking sector will greatly depend on the success of government's program in reviving the real sector activity. Therefore, the real sector always refers to the banking role to help its revival, and it is impossible for banks to develop if the real sector is not awake.
