Isi artikelIn this course, the auther being the observer / analyst of banking affairs and the member of supervisory board of several private banks shows his pessimisticism on the on going recapitalization program. It is due to the government's inconsistency and untransparency in implementing this program (besides plitical elements) and the more worsening fundamental condition of the Indonesian banking. According to Rijanto (who worked for Bank Indoneia between 1962 - 1984) the weakness lies on the method of bank's classification into A, B, and C categories. It is made based on the due diligence on the different criteria (or cut off date) basis which will change the respective banks' portion in line with the course of time. Therefore the scenario can be also different. Rijanto also indicates the very serious fact of non performing loans / NPL. NPL which was at the end of December 1997 still 8.8% (ratio of total banking credit) has increased to more than 57% at end of 1998. It tends to increase due to the proglonged economic crisis. Another disease is negative spread. Meanwhile the interest income is a soul of a bank which in normal situation ranges from 65% - 80% of total income. Based on the foregoing, Rijanto doubts that the recapitalization will be sufficient if only made once as the government scheme. It is not impossible that the second recapitalization is needed. Or there is even the third one ?
