In the line with the birth of the reform movement in Indonesia post-May 1998, there is a strong demand for the making of law which stipulates people's right for public information. As a legislative body which has its main function in law-making, the Indonesian parliament (DPR) has been widely criticised for its lack of attention in producing such a kind of law. This criticism has, however, served as reminder for DPR to continue the discussions of the bill draft to be deliberated as law on providing people's access for public information. Unfortunately, not many people have already known that in co-operation with NGOs, particularly ICEL and ISAI, DPR is at the moment still carrying out its important task in accomplishing the law. The role of DPR through discussions in the Legislation Council and Special Commitee has been resulting in the stipulation of the duties of Public Institutions as well as the creation of their Oversight Institutions to guarantee people's right and access for public information. More significantly, DPR has successfully laid down sanctions and penalties for Public Institutions which cannot fulfill its obligations in providing an easy access to people for public information or those that breach the provisions of the law in general.
