Government development plans although translated into concrete development strategies, policies, and programmers, lack however an understanding of the perceptions and needs of those who are meant to benefit from these efforts. 1n examining the Philippine Government's efforts to promote cottage industries and the experiences of the producers and entrepreneurs, this paper illustrates the perceptual gap that exists between these two groups.
