This paper discusses the dilemma in the workforce which faces indonesia, in one hand a high level of unemployment and on the other hand, there are many job vacancies which have not been filled. This means htat the labour market is not working effectively and there are many factors which can be attributed to this distortion. Using a number of sources of data, this paper trys to analyse why this dilemma affect principally the skilled members of the labour force. Workforce planning is meant to indicate how a balance can be achieved between workforce supply and demand. As yet, there is no one recognized method (model) which can be used in workforce planning, only using production indication factors which are consistent with the signals emitted by the labour market.
