The concepts of human resource development have been put forward. The first is normative and the second is the technical concept to implement the first. The normative concept of human resource development is the concept promulgated in the indonesian national guidelines of state policy of 193 which has a strong emphasis to put human resources in the center of the development process. In order to place human beings in central position of the development process, the guidelines stipulate that the process of development should "promote an attitude of self - reliance and inner determinatio to be self - reliant as individual human beings as well as a community". This attitude and behaviour of being self - reliant willbe reflected in "increased participation, efficiency and productivity of the people to increase the standard of living, intelligence, and material and spiritual welfare" of the indonesian people. The normative requirements of human resource development have been translated into various macro objectives in the sixth five year plan. There are also objectives in employment and in the promotion of entrepreneurship. The problem is how are these macro objectives to be translated at the micro level. A technical concept is therefore needed to guide consistent action at the micro level. In this context amicro approach to position human resource in the central place in the productive process has been proposed. The approach consists of looking at the household or economic enterprise in a holistic manner as a place where scarce resources are being assembled and where the proper operational objective of such households is to promote the productivity of all scarce resources. The proper objective function of the enterprise is to maximize its total factor productivity. In analogy, in terms of profit, the profit to be maximized is public profit, that is profit which includes not only profit to equity but also payments to the government in the form of tax payments and payments for long term debt. Needless to say this maximization of total factor productivity requires that financial costs, costs of water, electricity and other services be minimized. This means that enterprises producing these services need to maximize their own total factor productivity. An analogous set of human resource policies therefore will need to be promoted in these households or enterprises.
