There will be a great demand of water in indonesia as the country embarks on its full - scale industrialization process and the expansion of cities in indonesia begins to increase rapidly. Full competition will start to emerge between the agriculture sector and industries as well as between the agriculture and other water consumers on the use of irrigations water. To solve the problem, the government of indonesia is to choose between two alternative , namely to build new big multipurpose dam or to improve the management of the existing irrigation systems. The building of a new multipurpose dam will force the government to spend more money and facing the risk of displacing many rural families which in itself could lead to a conflict between the government and the displaced pleasant. The only alternative available for the government which a financially cheap and socially less disturbing is to improve the management of the present irrigation system. The new irrigation management must be made more transparent with clear objective and that it should be manned by managers who are more oriented towards service provision than controlling the water users.
