The entire international educational exchange enterprise in the United States has been characterized, over the past forty years, by what Goodwin and Nacht have called an "absence of decision;" the international teaching assistant "problem" is, not surprisingly, also so characterized. The causes for the absence of decision are discussed, and the conditions that might make planning possible are reviewed. A case history is explored to determine what elements interacted to make decision possible and to trace the direction in which a single institution moved itself on the basis of a series of decisions. The case is made that this particular problem is an element in the larger issue and that it would be appropriate for guidance to be provided at the federal, state, and local-institutional levels.
