This study collected and concluded information on the learning strategy applied by the students of the Equivalent Program of Diploma II for Elementary Teacher Education Indonesian Open Learning University. Data were collected in February, 2002, by questionnaires filled by 106 proportional samples drawn randomly in the region of Brebes. This study which was based on a research examining concept of independent learning revealed three aspects students ‘faced while learning modules: the students (1) read modules to find out the essential concepts and underlined them as well as answered exercises and formative tests partly; (2) found difficulties because modules arrived in the middle of semester, modules were too thick, and their concepts were hard to understand; and (3) experienced that tutorial programs and formative tests helped the students to master the learning materials.
