In this paper I shall discuss the integration of insider-managed baseline evaluation into project and programme design in educational change processes. Drawing on examples taken from recent experience of EL T projects in Central Europe and China, I shall outline some of the benefits of using insider-managed baseline studies-and some of the problems which can arise when this kind of study has not been carried out at the beginning of a change process. Throughout the paper I shall stress the importance of including implementation teams in evaluation processes, and will show how baseline studies can be used as a means for ensuring that this inclusion takes place.
