Isi artikelThis paper is eager to describe how the war on drug narrative based on racism, xenophobia, and masculinities has negative consequences against women. Law No. 35, the year 2009 on Narcotics, contains punitive policy and law approach driven by the legacy of war on drugs. The legal proceeding, in many ways, is manipulated and not transparence. It influences the finding of truth and justice before the court. This punitive approach to narcotic law has many negative consequences for women. The female drug mule phenomenon cannot be reached and under the radar of law enforcement's understanding. This phenomenon of female drug mules is not recognized and acknowledge in Indonesian narcotic law and policies. Women face criminalization in law and bureaucracy are cornered based on the bias and lack of sensitive gender policy. This paper uses the judicial-normative legal method that focuses on many women's perspectives and findings based on legislation and cases.
