Reinforced concrete is commonly used for main structure in building constructions. This is due to that material more economically and easier in construction. Concrete and steel bars are work together against the external loads by the assumption that the bond stress around steel bars and concrete is perfectly bonded, so that when the element structure carry the loads the bond strength such as shear interlock between steel bond and concrete will occur. In the new Indonesia concrete code SK-SNI-1991, the deformed steel bars should used to replace the plain steel bars that have been applied in Indonesia concrete code before (PBI 1971). In this research, the pullout test was conducted to study the bond strength of deformed and plain steel bars of 1 ° mm diameter and embedment lengths are 1°° mm, 150 mm and 200 mm respectively. Three point bending test also was conducted in order to study the behavior of lap splice of steel bars. The beam specimen have dimension 100 mm x 11 ° mm x 550 mm, with 4 {four} type of lap splices lengths and welded. Experimental results showed that the pullout maximum loads for deformed steel bar were 3-4 times larger than plain steel bar.
