The latter point makes us aware of the fact that inequalities between men and women ere not only a cost to women them selves, but to society and developrnent as a whole. ThEreforc, there must be a strong effort to idenrify strategies to provide more opporturnities to men and women Thi.s step is expected to reduce gender inequalities and to build up more equal relations. This condition will create equal Opportunities for men and women to get jobs, education, promotions, and benefits. Consequently, specific measures ha.ve been taken to increase women's involvement at senior decision-making levels. 1he result of the research shows the number of male and female officers in the Provincial Goveminent Office West is at praporsion. This means that the executive access to female officers is very small. Besides, the majority of fem.ale officers are still at junior decision making level. The worse is only one fem.ale executive who sits in the senior level. The fact tells that there are always internal and external constraints for female offir.ers to do vertical mobility.
