Isi artikelSince the 1960s, various programmes have been implemented in the Netherlands, at both local and national level, to improve the educational opportunities of children in disadvantaged situations. Attention was initially only focused on Dutch working-class children, but later immigrant children were also included. Since 1985 a specific national policy has been pursued aimed at both groups: the Educational Priority Policy. Within the framework of the evaluation of this policy, a number of large-scale cohort studies have been carried out. In this article the results of a study conducted in secondary education among 20,000 students from nearly 400 schools are presented. The emphasis here is on the educational position and the language proficiency level of the various ethnic groups. The analyses show that for an important part of the immigrant students the situation is very unfavourable, and furthermore, that this situation remains unfavourable throughout the three school years examined. As far as an explanation for the disadvantages is concerned, it looks as though the causes should in the first instance be looked for in factors which apply to both Dutch and immigrant children, such as parents' educational level, rather than in specific migration-related circumstances.
