FKIP Untirta has joined USAID PRIORITAS (Prioritizing, reform, innovation, and opportunities for teacher, administration, and students) program since 2012. FKIP Untirta has sent fifteen lecturers (three lecturers are English lecturers) in this program. This program provided some activities to improve lectures ability in teaching that will increase quality of pre service teachers training students. The aim of this research is to see the ability of English language teachers’ competence in teaching after following this program since 2012 to 2015 and to analyze the effectiveness USAID PRIORITAS program to improve ELTs’ teaching competence. The method of this research is qualitative method. This research was used some instruments; observation list, documentation, questionnaires, and interview to collect data. To analyze data the researcher does following: collecting data, tabulating, interpreting, and displaying. To see the effectiveness this program in improving ELTs teaching competence, this research used teaching evaluation instrument form. It involves some indicators of teaching competence. Based on the result of the research, it remarks that USAID Prioritas program is effective to improve ELT teaching competence it can be seen from their ability in making lesson plan, choosing teaching strategies, implementing communicative teaching method, giving feedback and doing reflective teaching. The ability of teaching is good as it meet the requirements of teaching criteria or indicators.
