Risk Management System (RMS) aimed at segregation of import consignments in to two categories as high risk and low risk consignments. The high risk consignments are subjected for stringent Customs control measures where as low risk consignments are subjected for less stringent Customs control measures. In the Customs context risk means the potential for non-compliance with the laws Customs are required to administer. The risk is measured in terms of probability, magnitude and impact. Risk Management System was launched with the objectives of providing optimal balance between facilitation and enforcement, target resources on noncompliance, optimize utilization of human resources, consistent assessment practices, provide decision support to officers and meet heightened expectation of stakeholders. The Risk Management System which is in operation include assured facilitation in the form of Accredited Clients Programme, Risk Rules to identify consignments with probabilities of known risks, Targets for intelligence based interdiction of consignments, Interventions to measure the compliance levels of importers, Compulsory Compliance Requirements for administering the border control functions and Post Clearance Audit. The Risk Management System at present encourages trade for voluntary compliance, reduced their dwell time and transaction costs and provides direct delivery of cargo. The Risk Management System makes the customs department to address risks uniformly and consistently, provides decision support for officers, reduced individual discretion/arbitrariness, brought attitudinal change – reposing trust in compliant trade.
