Along with an increasing trend of medical accidents, public needs for healthcare quality and safety assurance are growing more than ever before. One of the potent and highly promising approaches to this challenge is to apply concept and methodology of quality management, which has been promoted mainly for manufactured products, to the healthcare sector. To be applied to the healthcare sector, however, the concept and methodology of quality management need to be customized to address characteristics and needs specific to this sector. It is also necessary to note that healthcare is a social technology. Social technology is defined as a technology, i.e. a reproducible methodology to achieve an objective, to be owned collectively by society. Healthcare needs to be supported by a series of social technologies including “knowledge infrastructure” for social common sense about quality and safety principles, medical treatment technology and expertise, healthcare management system model as well as “social infrastructure” to promote utilization of the knowledge.
