The government’s effort is to create the next big wave of investment in higher education. 11th Five Year Plan, now under implementation, is basically a knowledge investment plan. Government of India have significantly increased allocations to the education sector with a five-fold increase to an unprecedented Rs. 2,75,000 crores. Government of India is also making changes in its policy to encourage private business houses to invest in higher education. It is also making changes in policy accordingly to invite leading Global University to open their campus in India. Strategic thinkers of the field of education are carefully making their contribution in the shaping up of Private Higher education. In last decade institute of Private Higher education has been mushrooming rapidly by a particular type of entrepreneurs. It is a great concern for student, parents and Industry that quality of education is maintain in this type of mushrooming institute, in the other side investment required for opening required no of Institute/University is so huge that Govt of India has no option other than to allow opening of Private Institution of Higher Education. In one side all most all strategic planner of India think that it is a social sector activity and must be provided by Government as Social Responsibility. On the other hand independent (not in social service) thinker not finding outcome in proportion of investment from Govt. funded Institutions like IITs, IIMs in favour of Indian Society. Here is an essential need of shift in approach as well as governance of Institute of higher Education to be treated as Service Provider rather than social system. This radical Change while maintaining Continuity is the requirement of the time to make India as Knowledge Hub.
