The First Software Quality Revolution was a movement led by intellectuals who gave shape to the discipline of Computing. Its focus was on functional correctness of programs. ISO has standards for the software process and for the product of this process, i.e., deliverable software with standard quality characteristics. Yet the integration of these two streams of standardization, of delivering software with desirable quality characteristics through a standard process is far from reality. This paper is about a revolution waiting to happen, waiting for the practicing community to give shape to their ideas about software quality characteristics, garnered from their experience, so that academics can build foundations underneath
