We have developed a system for predicting the degradation of product instances whether or not there is historical operational data for the same usage and environmental conditions. This integrated reliability and safety information system (RSIS) is a multi-interactive system for collecting, accumulating, assimilating, and optimizing data related to the operational conditions and functional performance of product instances. RSIS uses the data assimilated for observed degradation to predict future degradation. The prediction can be used to optimize the inspection and repair period for each product instance, which enables personal risk communication for virtually any product. In this paper, we dealt with both the case in which there is sufficient historical data and the case in which there is insufficient historical data.
