Isi artikelCompetition as a means to improve efficiency is one of the central themes of Public Choice Approach that has emerged as a result of the failure of Welfare State. Rolling back of state and entry of market forces has challenged the monopoly of public organisations in almost every field. Public organisations are reorienting themselves to meet the new challenges. This has immensely improved their effectiveness and efficiency. The present competitive scenario calls for responding to customers’ needs and choices by building human resources as well as strengthening the organisations. Competition among the employees can lead to the realization of the peak potential of each employee resulting in realization of peak potential of the organisation. To develop a healthy competition among employees it is vital to acknowledge their performance and motivate those who perform better by way of offering incentives to them. With this objective, we have discussed a sound system of performance incentive pay for employees of the Central Board of Excise and Customs, Government of India. This system of Performance Related Incentives takes into account individual performance as well as team performance for the purpose of calculating the Performance Related Pay. This will help in developing a healthy intra-organisation competition. We also acknowledge the need for developing adequate inter organisation competition as it had worked wonders in enhancing the standards of service delivery in post-liberalisation India. In light of that we have discussed the Sevottam scheme of the Government of India and suggested measures to improve inter-organisation competition.
