In this research, a framework of the quality activities or practices is systematically developed in order to help small medium enterprises (SMEs) to identify the quality management practices in term of product quality, process quality, system quality, total quality, and business quality stages. This study is justified by the fact that most small and medium companies do not know which quality practices are suitable for them and how to apply the suitable ones. Therefore, by using the statistical methods, the implementation levels and the effectiveness degrees of the quality practices in different stages of quality management were compared. A sample of 338 SMEs in Jakarta, Indonesia was analyzed in this study to investigate the implementation level of the quality practices and their effectiveness.
