Wati and Sofi are the traditional alcoholic beverages of the Marind tribe in Merauke District. Ethnic and Gender Discrimination as a local policy contribute to the customers’ behavior in the Confinement of Prostitution Area. The content of District Authority of Merauke County concerning the Prevention and tackling of the HIV/AIDS and SEXUAL-RELATED DISEASES do not consider the local policy, therefore the implementation is not effective and efficient. The objective of this study is: 1. to determine the characteristic description of both the customers of commercial prostitution and the commercial prostitutions themselves, 2. to determine the correlation between knowledge and attitudes of the commercial prostitution toward the use of protection (condom), and 3. to determine the correlation between the traditional culture with the application of Distric Law. The method of this study is the cross-sectional survey approach using the primary and secondary data taken from Lokalisasi Yobar in Merauke District. The data analysis is using T test. The result of this study shows that the characteristics of the customers of the commercial prostitution are from fishermen, farmers, civil servants, and college students. The characteristics of the commercial prostitutions are mostly elementary school graduates who have been working for two years and originated from outside Papua. Their knowledge and attitude toward the prostitution itself are relatively good including their knowledge and attitudes toward the risk of the customers of commercial prostitutions who do not use condoms. The traditional alcoholic beverage is misused. The ease of obtaining funds in exchange for the exploitation of natural resources, the ethnic diversity are abused by unsafe behavior in the confinement of prostitution area. The conclusion: traditional alcoholic drinks especially sofi, ethnic elders, and gender discrimination are local policy, which are misused by customers for un-protected sex with commercial prostitution. Cultural policy is not contained in Merauke District Regulation No: 5 of 2003 on the Prevention and Control of HIV / AIDS and SEXUAL-RELATED DISEASES, so the implementation is deemed to be un-effective and un-efficient.
