State finance is every right and obligation of state, which can be assessed by money. It also cover money and goods, which can be owned by state regarding to those right and obligation. State as service provider to society, has a business unit that aimed to get commercial benefit. Those benefits can be used as source of state revenue or income. State separates it’s financial and use it as fund for state-owned enterprises. Nevertheless, Law Number 17 of 2003 on State Financial still count those funds as state financial. In this case, those situations contradict with a principle that separated fund become corporation financial and state own its wealth that limited to stock of equity in state-owned enterprises according to principle of good corporate.
