Déconcentration and assistance task is one of the most important principles in managing relationship between central and its territories. Along with fiscal de-centralization funds, deconcentration tries to help nation resolving welfare issues. This study wanted to see the influence of education and health funds on regional government budgets, déconcentration and assistance task to welfare. By using HDI, school duration average, and life expectancy as indicator, the result of this study show that just regional government budget have an influence to welfare, education and health. Deconcentration & assistance task funds do not have an influence.
