The three policies for creating innovative schools in quasi-markets, charter schools in the United States, autonomous secondary schools in Singapore and independent public high schools in Korea, are overlapping and show general patterns within own unique historical and political landscapes. Yet, with regard to these policies, we have little information about how the policies actually contribute to innovation in public education. This paper is studying the question of how the policies are supported, by revisiting the premises of competition under quasi market mechanism.
