Across the Arab world, there is an urgent need for young people to gain skills and engage in active employment. Development of the region’s human capital is critical to its future, in terms of both economic growth and poverty alleviation. But progress cannot be made without the committed and active involvement of the private sector and the civil society organizations. International experience shows that the business sector can work together with governments and civil society organizations to build human capital and achieve socioeconomic development. This approach is under-developed in the Arab world and there has been, as yet, no focus for the development and support of good practices and initiatives. Despite the regional differences, there are a number of common factors in youth unemployment across all Arab countries: There is an over-reliance on public sector jobs, but the availability of these jobs is in decline. Budget constraints make it unsustainable for governments to continue to provide employment safety nets for young nationals.
