The study stems from the cold fact that hitherto very little is known about inclusive education in the Philippines. In what form should it come and what ought to be its substance are questions for which parents of children with special needs, schoolteachers in, and administrators of inclusive schools have different answers to offer. The constructivist grounded theoretical research design guided the conduct of this study. Answers to the research questions were gathered from participants who have a first hand knowledge of and experience in inclusive education in selected Philippine schools. The participants for the study were the following: (1) parents of special needs children attending general education schools; (2) teachers of general education classes that include children with special needs (CSN); and (3) administrators of inclusive schools. Evidence in this study suggest that although inclusive education is now a global phenomenon, major stakeholders in inclusive education in the Philippines remain to be informed as to the international standards of high level inclusive education. It was likewise found that the respondent schools are lacking in equipment and facilities for inclusive education. Interestingly, it has been gathered, too, that there is also a philosophy that suggests that inclusive education should not be implemented at all if the school is not fully prepared for it as it may be unjust both for the general education students and students with special needs.
