Isi artikelThe purposes of this study were to investigate the context of government welfare management in Khon Kaen province, to analyze household needs and the government welfare and alternative welfare’s abilities to response to those needs, and to examine and recommend possible ways to manage the alternative welfare. This study generated both qualitative and quantitative data. The qualitative data were collected through document analysis and workshop. The quantitative data were generated by interviewing 357 households in Khon Kaen Province using the interview form. Data were then analyzed using SPSS 11.0 for the percentage, mean, standard deviation, and crosstabs by Pearson Product Moment Correlation Coefficient. The data collected from the workshop were analyzed through Scenarios Building Workshop. The result revealed that, while the continued growth of economy and the expansion of market economy in Thailand were witnessed, people in Khon Kaen Province were still working in the agricultural arena. This could be said that they have not yet fully accessed to the market welfare. Due to the fact that the expansion of government welfare had been on health and education, the provincial area was regulated under the mixed-welfare pattern of which the households and community played a significant role in the welfare regime. The analyzing of households’ welfare illustrated that households received more welfare from the government than from the community. However, there was no difference between government and community in terms of sufficient welfare distribution. In analyzing the correlation between welfare management capacity and households’ needs, it was evident that government’s capacity in managing types of welfare positively correlated with types of households’ needs, and was higher than the community’s. Suggestions from this study were; the future alternative welfare development needs to be closely connected to environmental issue as well as social equity establishment.
