Isi artikelTo perform in global market, maintaining and improving quality of industrial product is necessary. At least, fulfilling required standard has become an important foundation prior to competing in global market. Accordingly, establishment of a standard needs proper evaluation in order to increase the level of quality of product while keeping the process of production efficient. In Indonesia, research of method for evaluation of standard is very few, and among these methods is using quality function deployment (QFD) approach. The developed evaluation method considers the level of sophistication of human resources as in UNESCAP method of measuring technology at industrial level. This paper considers the use of QFD approach in evaluating requirements of a standard from aspect of competence of human resource at company level. The requirements of standard (Indonesian National Standard, SNI) are considered as the customers’ needs in QFD “what” matrix, and the competences of human resource of industry are considered as the technical responses in QFD “how” matrix. The evaluation is performed at two small-medium enterprises (SME) producing a casing of water flow meter. The result indicating that among 20 production processes there are 7 processes in the first SME and 10 processes in the second SME that have lack of competence of human resource. Accordingly, improvement programs are designed to increase the competence of human resource in both companies.
