This article questions the validity of many of the conclusions of the ten-year experiment with teaching French in the primary schools in England and Wales contained in the report, Primary French in the Balance. The answers to the original questions posed by the Schools Council in 1964 are frequently based on fairly restricted opinion which either conflicts with other opinion or with the actual data in the report. Certain parallels are drawn between this report and the 'Pennsylvania Project' of several years ago in such areas as the correlations between pupils' fluency and the teacher's language proficiency.
