This paper r e p s r t s on a bilingual/ bicultural optional educational program for children who a r e n a t i v e s p e a k e r s of English. The Cincinnati Public Schools offer children entering kindergarten o r g r a d e one t h e opportunity to l e a r n French, German, o r Spanish in a racially integrated school environment. Not only do students learn a second language, but it is also used as a medium of instruction in l a t e r grades. The goals of t h e program a r e to produce bilingualism and biculturalism in students. Language instruction s t r e s s e s communicative competence. Curricular objectives and c o n t e n t have been developed by t h e program staff. Evaluation results indicate t h a t s t u d e n t s and p a r e n t s hold positive a t t i t u d e s toward second language learning and toward t h e school. Students a r e achieving in the basic skills while spending over one hour daily learning another language.
