This paper reports the findings of a series of interviews of high school guidance counselors and foreign language teachers from 13public school districts within the North western Pennsylvania region. The study was conducted in order to show that although there may be indications of a renewed national interest toward revitalizing foreign language study, there are still many obstacles which cannot be solved by the good intentions of foreign language educators alone. The obstacles which surfaced during the interviews point out the need to reevaluate the present framework and general milieu in which high school foreign language programs exist on a local level. The article indicates that a teamwork approach of guidance counselors and administrators meeting in cooperation with teachers will be an essential ingredient in the reevaluation process
