Research demonstrating an absence in non-literates of the ability to isolate and manipulate phone-level constituents of speech are reviewed and summarized. This work clearly indicates that phonemic segmentation is not part of the linguistic performance of speakers who do not read and write. The question of the existence of the phoneme as a grammatical construct (i.e. as a component of linguistic competence) for all speakers (including non-literates) of a language is then considered in light of other possible arguments and evidence. Each of these is, in turn, rejected and the conclusion is reached that the source of phonemic competence is literacy.
