Isi artikelloud sounds bureaucratic reform politicies in the reform era. bureaucratic reform intended to create good governance and good government officials. At First United Indonesia Cabinet it was proclaimed bureaucratic reform that includes only three agencies. But the half-hearted reform policy of bureaucracy was only emphasized on improving remuneration. During the presidential election campaign in 2009 almost all presidential candidates promised to reform the bureucracy which includes salary improvement, good governance, reward and punishment, better public services and eradiction of coruption. All is good on that promise, but the rality shows that the bureaucracy is not running there is no progress and no apparent profesionalism. Many employees of the institutions which have undergone reform were arrested by the KPK for birberry/coruption. Actually the reform of bureacucracy is related to three aspects, namely institutional/organizational, system and management of human resource aspect. Hence the grand design of bureaucracy reform which should be made by the government regrading those three aspects. This Short paper is going to discuss three aspects of policy arrangement.
