Genreal Government as a reality of the Indonesian government organization has existed since Indonesia's Independence until the present time. But in the course of its history it has fluctated from to time and the majority of the law on local governments do not contains the terms and understanding of the genral government, both in their articles and in their explanations. Understanding the general government affairs greatly coincide with the term of understanding of the pamong praja. Pamong Praja can be understood as the guardian an enforcer of national interest in the whole region of the country in governance at sub-national level. The meaning of pamong praja can also be understood in relation to the conduct of general government affairs. However with the passage of history it is necessary to re-interpet the meaning of general government. This Paper shall discuss the general government and its dynamics in the history of governance.
