General Governmental Function which during the Hindia Belandda were called as Algemeen Bestuur, are function of the head of government (Gewestelijke Bestuurshoofden) and the pamong praja. The scope of the general government experienced ups and downs in the practice of governance in the region, mainly due to the shift of political decentralization. The pendulum of political decentralization has moved to the broader decentralization, and vice versa, the de-consentration in which there were general goverment functions became increasingly narrowed. General governmental functions which organized, based on the priciple of de-concentration should be regulated under any legislation on local governments, and other aspects of the so-called general govenrment function, as stipulated in Law No. 5 of 1974 remain relevant as a general government functions.
