The Balanced Scorecard with inclusion of other elements such as leadership can provide a focus that unifies all parts of the organisation. It can provide a methodology through effective leadership that turns the eyes of all employees to a single direction. The Balanced Scorecard can therefore with some modification be a very effective tool for providing direction of the organisational culture, breaking down the barriers between team islands, creating an overall team culture and thereby improving organisational performance. Against this background, the leader plays a vital part. Achieving the Mission, Strategy and Objectives depends upon the competencies/skills, knowledge and attributes of an organisation’s people, and how well they are led, trained, motivated and developed by their managers and leaders. This paper describes that a leadership scorecard can focus on competencies for alignment to the organisation’s balanced scorecard and strategic direction, however, it doesn't create a leadership development programme itself; rather than it provides a structure and method for evaluating, analyzing and justifying such programmes. To assist organisations in determining future directions, performance management systems such as the balanced scorecard can play a key role, but these cannot be successful without the involvement of leaders, and considerations given to the use of their own scorecards
