While product and process quality is vital to ensure competitiveness of any organization, the quality discourse, especially in developing countries, must include the application of quality practices and systems thinking to the eco-system within which industry operates. Very often the eco-system becomes a drag on the performance of units that are individually excellent. Quality professionals can contribute immensely by building capability of institutions forming the eco-system to deliver better outcomes from their work. This paper presents the findings from a set of case studies presented at a national quality conference held at New Delhi in the first week of February 2014. Case studies are analyzed to identify the ‘theory in use’ for each positive outcome identified by the presenters and suggest process models explaining how the successes were achieved. Quality professionals can use the findings for developing tools for application in eco-system institutions. The findings will be best used in government and social sector organizations. They undertake activities on non-commercial basis, and have little pressure to be lean and mean, efficient and non-wasteful. When the going is good, they squander away time and effort. When they are forced to deliver, they somehow get the tasks done rather than achieve the outcome for which the tasks are needed. Some quality basics like standard routines for repetitive activities, preventive action instead of problem fixes, and process models incorporating the most elementary principles of faster turnaround and waste elimination could lead to very substantial gains
