Higher education is facing challenges from increased expectations of institutional accountability, student performance, and demands for improved academic standards, along with new fiscal realities resulting from funding constraints. Meeting these challenges can be accomplished with the application of quality tools and methodologies. A case study of the California State University Dominguez Hills bachelor’s and master’s programs in Quality Assurance provides the basis for this paper. This study integrates several of the basic tools of quality to quantify the results of a comprehensive program assessment process and to align the program’s student learning outcomes with the university’s strategic plan. The quantified results of a comprehensive program assessment process will soon become an essential element of accreditation requirements. This paper provides the foundation for a system-wide program assessment by quantifying the effectiveness of individual courses in meeting the desired learning outcomes. The framework of a college’s or university's student learning outcomes is an integral part of the mission of higher education, but there have been no requirements to quantify the effectiveness of program or course offerings. Quality tools and methodologies enable a more precise metric by which to assess student learning outcomes
