Isi artikelImplementation of TQM in Indonesian company provides the opportunity to compete in the global marketplace. By applying TQM, they can achieve a high standard of quality products and services. However, since this process requires fundamental change in the company, it experiences difficulties and has a risk of failures. To minimize the risk, the company management developed specific implementation means starting with a strategic decision that determines the diffusion method and improve the stage of implementation process. On the other hand, implementation of the ISO quality assurance system can improve the performance and change the organizational culture that supports the establishment of quality management system. The purpose of this paper is to compare and contrast the current organizational culture, TQM implementation, and performance between TQM and TQM-ISO firms. Results are based on data collected from a questionnaire survey of some of the relevant companies in Indonesia. Evidence indicates no significantly different of organizational culture between the two types of firms. Investigation of ten constructs of TQM implementation, four constructs such as leadership, teamwork, continuous process improvement, and supplier quality management shows significantly different between TQM and TQM-ISO firms. Whereas, TQM firms have better company performance value than TQM-ISO firms. The results of this study are useful for Indonesian companies to design the stages of TQM implementation. Achieving ISO certification was the strategy for developing TQM implementation process, this system was used as the basic framework for subsequent and guiding the effective implementation process
