Tourism is an industry that takes place in all regions of the world albeit at varying degrees. With the recent one billionth international tourists recorded, tourism is without a doubt the largest and fastest growing industry in the world (World Travel and Tourism Council [WTTC], 2011) with measureable economic, socio-cultural and ecological impacts. This robust forecast indicates needs for more hotels that would ultimately lead to higher need for water consumption. Therefore environmentally friendly innovations are needed in hotel management. This is a working paper that proposes a water management framework in hotels but emphasizes the following issues: how do we motivate more hotels to manage water innovatively? What institutional and social structures are required? The framework proposed leverages on the concept of innovation based on the commonly known 3R approach in environmental management, with the addition of another R (Reaching). Hotels can innovate and enhance their water management approaches under these 4Rs: Innovative Reducing, Innovative Reusing, Innovative Reaching and Innovative Recycling. However, it is also proposed that in order for the framework to be effectively implemented, a mixed methodology (survey and in-depth interviews) study be carried out to provide breadth and depth to the question of institutional and social motivators that should be in place. The expected outcomes would be a clearer understanding on factors that could motivate hotels to manage their water use innovatively. This can be used as a platform for a policy framework aimed to encourage hotels to have innovative water management that lessen demand or pressure on local water supply.
