Linguistic competences are part of human intelligence that separates human beings from other creatures. Linguistic competences concern cognitive skills that are necessary for the construction and understanding of meaningful sequences of words. Words are units that carry meanings and functions. The approach taken in this paper is that any phenomenon can not be explained without examining its meaning, function and context. Linguistic competences comprise grammatical competence, communicative competence and creative competence. The competences have to be taken into account in the teaching oif English in multilingual societies like in Indonesia. Grammatical competence deals with the study of sounds, syntax, semantics and pragmatics; communicative competence deals with semantics, pragmatics and cross-cultural understanding; and creative competence deals with all aspects of language study focusing on the creative aspects of language use that allow learners to use language as a domain of play through nursery rhymes, songs, poetry and play reading, and writing. The three competences should be developed simultaneously to help learners master a language, use it, and enjoy using it. The concept of competences developed in this paper will to a certain extent help teachers and learners of English comprehend the current trend and requirement in our national education system to focus our attention on a competence based approach.
