Teaching materials for courses of Sistem Kepartaian dan Pemilu used in Program Studi Ilmu Pemerintahan FISIP-UT need to be evaluated for the reason of teaching materials is out of date, delivery of instructional content not suitable for self-learning, and student learning results is still low which is characterized by mastery of the material is less than 40%. This study is a qualitative research. The purpose of this study is to evaluate and develop teaching materials in accordance with the rules of distance learning. The aspects of studied were the assessment of the quality of teaching materials, the aspect of current eddition, and design instructional. The sampling technique was purposive sampling. The sample of this study was students, a subject matter experts, and an experts in instructional design of distance learning. The results showed that the quality of the teaching material is a good, learning materials are not in accordance with the development of the system of party and elections in Indonesia, and also instructional design is not in accordance with the principles of distance learning. The results of these evaluations are used to develop a model of distance learning materials.
